Generally, safety and high returns just don't go together. (In fact, I think the neighbor is experiencing some of that right now. The bank's return is miniscule, but it's absolutely safe.)

This, I believe, is the best you can do with a savings account http://www.emigrant-direct.com/

Another possibility is to look at CD's. The downside there is that the money is going to be tied up for some time. But it's safe.
