Charles Schwab also requires two separate accounts (i.e., they insist on maintaining separate accounts for new contributions vs. rollover contributions). From what I understand, Schwab charges $29 custodial fee PER ACCOUNT for ROTH IRA accounts worth below $10K. Apparently, if your contributory ROTH and rollover ROTH, together, are not worth at least $10K, you will be paying twice as much, a total of $58 per year, in custodial fees (i.e., $29 for the contributory ROTH and $29 for the rollover ROTH).

In my own words, I tried to explain to the Schwab representative how unfoolish it was to charge separate fees for each account. She just returned a puzzled look, unable to grasp foolish concepts.
