Sorry if this has been asked and answered, I am new to this site and to getting control over my investing.

I have several older IRA's with various amounts, nothing over 6K, totaling maybe 11K. I get depressed looking at the year-end statements showing a whopping 6% growth. I have been reading up on the Roth IRA but don't want to pay the penalties Is there a place I can put the money and invest it in an index fund or stocks as a self directed IRA. If so how do I do it or where do I get the info on doing it?
