One tip not mentioned in the other posts is the operating system that you are using. If you have not upgraded to Win98, my guess is that your computer is using Win95 with FAT16. You should be able to recover my memory by upgrading to Win98. A discussion about cluster size and its effect on memory can be found in this old article.
Converting to FAT32 under Win98 will only with your drive space, not your memory. Fat32 does allow smallers cluster sizes, which can give you about 28% more (according to microsoft) disk space.
If your disk is smaller than you won't see alot of improvement moving to FAT32. If you have a drive larger than 2GB, then FAT32 will give you more space.
In this size range you will be using a 4KB cluster size for FAT32 -vs- 32KB cluster sizes under FAT16.
