I have a traditional IRA that is down about 25% from my orginal contributions. These contributions came before a Roth was available. Would rolling these contributions over to a seem like a foolish move, since I can possibly capture the rebound profits in the tax-free Roth?

(tax bracket is about the same as when the contributions were made)
