My boss tells me we are not eligible for a 401k yet all other employees who's paychecks are signed by the CEO get to participate. I think she may be incorrect. I work at a property that is not owned by the company who signs my paycheck. (They manage the property) I think I should be eligible. Where can I look up the rules about who can participate?

That depends on who is actually your employer and what the plan documents say. If your employer is actually the company that sponsors the plan and if that plan doesn't exclude certain classes or categories of employees (it can do so), then you should probably be eligible to participate. The Human Resources department of the company is where you should begin your inquiries. They can tell you who is eligible to participate. Further, they can tell you why you are not eligible to participate, if such is the case.
