You can try if you can get an Aspire Visa card. They have the highest interest rates and therefore accept high risk customers or people with no credit history. Aspire doesn´t report your account to the credit rating agencies (at least in my case, they didn´t) and this won´t help you build the credit history that you want.
American Express is usually easier to deal with for nonresident aliens than Citibank. Talk to them and explain your situation.
