I'm a state employee and I have a similar program (but up to 25% or $750/mo whichever is lower). I use both it and the Roth IRA... but I'd recommend the TSP first...

It's true that you are limited to only a few different choices, but one choice is always an index fund (usually split amongst 3 different index funds) and people here at TMF are gung-ho on index funds... so if you don't like the other options, pick that.

I take out 25% of my paycheck each month (40% index, 60% agressive growth)
