While means testing for Social Securrity is a bad idea, some way to defer that income to the next generation could save on the current drain. Many people are fortunate enough not to need the SS income, but would be reluctant to give it up because they paid into it. If it could be transferred to the next generation instead of received now that amount could be invested and compounded instead of going through the revolving door.
Just a thought..
