I've only used these as information sources, not for trading, so I can't vouch for them as trading sites, but take a look at the following: (corporate, munis, treasury, etc.) (munis only) (I couldn't connect the last time I tried this one, so it may not be operational any more.)

I haven't looked in a while, but when I was searching a year or so ago, on a couple of the bigger sites were supposed to be on the verge of offering bond trades (etrade, I think, and DLJ.
