The hot tub water is probably chloriated and sterile. Otherwise, it would be green from algae.

Detergent water once was rich in phosphates and a good fertilizer too. But now days phosphates are gone. The salts are potentially a problem to gardeners, but would take a while to accumulate, and shouldn't cause problems if the garden plot drains well. Now that people use oxygen bleach detergents or those who still use Clorox should have sterile laundry too.

The risks you suggest are probably minimal.
