I thought of one more question. How does the I bond interest rate historically compair with the 5 year CD rate. For example a year or so ago you could get 8% 5year CDs, what was the I bond then? If I bonds compair within a small percentage (say 0.25%, although what is the tax deferred feature really worth?), then probably the only time you wouldn't want to buy them is when the interest rate rose to 9 or 10% like the early 80s. If it ever does that, it seems you would want to lock in 30 year bonds.
