My state had that same number to call (Virginia, non-Richmond). I got a long message about the $300 rebate and then the automatic phone menus. None of the options were "taxpayer education" or "VITA".
I would have to agree that something is missing. The IRS site has links that imply you will find what you're looking for, but in most cases they just refer you to the 1-800-829-1040 number, which is geared to "rebate" and tax questions, not volunteering. (Hint: you can press "*" to skip most of the "rebate" message.)
I think I got better results on AARP's site. <www.aarp.org/taxaide/program.html> has a form you can submit, or you can call the AARP at 1-888-227-7669, enter "1" and then "2" for the Volunteer Recruitment Program.
