I don't think you can build up credit history based on paying rent/utilities on time. Atleast, this is what I was told. On the other hand, if you DON'T pay your utilities on time, this can work against you and your credit report will be damaged.

Either get a secured card for 6 months or so, and then apply for a regular card. Or wait it out, and eventually get yourself approved for a regular card with terrible terms, charge a little bit every month and pay diligently, and work yourself up to a regular card with good terms.
