I don't think you can build up credit history based on paying rent/utilities on time. Atleast, this is what I was told. On the other hand, if you DON'T pay your utilities on time, this can work against you and your credit report will be damaged.

My rental history appears on my credit report. In addition, I have a friend who had no trouble getting a mortgage and he has never in his life borrowed a dime of money. So, it is quite possible.
