I have to disagree with you on this one.
He may be a scumbag, but he is her father. I wouldn't let her go off with him alone anywhere (for fear she wouldn't come back), but I do think you should be sending the photo and address change, if even to prove that you never tried to keep him away from her.
It won't hurt your daughter anymore for him to ignore your letters than it would if you just stopped contacting him.
I would rewrite the letter and leave out the mention of the money. He knows you need it, you don't need to be begging.
