yes, they do offer the 403b - but that is "the" retirement program for him at UW. He puts in a certain percentage and UW puts in a certain percentage. I guess its their own negotiated retriement package for faculty like TRS and PERS - but of course different in that it is his account to manage and use during retirement. It says on the web page he can put up to 40 grand into it per year. (A bit different than the normal 12grand I can put into my own 403b.)

They offer an additional retirement program - the 402g.

Is the 402g a comparable variation of the 403b/401k or is it a different animal? I do not understand how "deferral limit" is different than the normal contribution one makes to a 403b account. At least how they have it written on their web site.
