Don't know about cost, but you could try this company:

no ductwork

Some folks I know used a similar system. They've had good results with it. Nevertheless, the price was high 4 years ago--but they live in an old mansion with poured concrete floors (even 2d and 3d) and extensive casework. For them, it was cheaper than ductwork. Dunno for the rest of us. (And unlikely to be cost effective for the building/neighborhood that the OP is referring to.)
