Worst time to invest in the stock market is ... never. Your main concern is not having taxes and penalties take a big, wet bite of your 401K ASSets. To this end, do a direct rollover into another 401K/IRA so you keep all the money. Especially if you have 10+ years left before retirement, you shouldn't worry too much about what the market is doing/going to do RIGHT NOW. If you are, invest in more stable (i.e. less risky) assets.
