Can we contribute $3000 to my wife's IRA (a roll-over IRA from her previous job)? Is it deductible? OR contribute to a ROTH IRA in her name?

You can only contribute to her IRA if she had earned income last year. You can contribute up to the total gross earned income, or $3,000, whichever is smaller.

In addition, can we contribute $3000 to my Roth IRA?

Yes.
