I think I am going to sound even dumber here. What's a Swamp Cooler???
Not dumb. It's an older technology and no one can keep up with all technology from all time.
On a hot day, if the humidity is low, you can wet a towel and hang it over the window, and it will cool down your room. Put a fan behind it, and it works even better.
A Swamp Cooler is also known as an evaporative cooler. Typically, there is a box with a vented side, a fiber pad (jute? something organic anyway) and a fan. A small water line drips water over the pad.
Using it makes the air in the town moister, but doesn't make the town hotter like heat pumps (what I think of as regular air conditioners) do.
