Is there a reason someone with a Cap 1 card couldn't just request that the credit reporting agencies note the limit on the credit report? Cardholders must have something from Cap 1 that states the credit limit for the account, and that documentation could be sent to the agencies.

You can put notes on your credit report. But for scoring purposes, only the information that comes directly from the credit issuer will be considered.
