Since there is no reported credit limit for the account, all they can use is the high-balance in the last 12 (or 24?) months as your credit limit for the account.

Wrong.

They are not required to use high credit as a proxy for credit limit. They could use a common statistical technique called 'imputation' to figure out a likely credit limit based on other information in the credit report.

They just choose not to.
