You left out the next two paragraphs, intercst. Apparently "free" health care isn't free, and even famously high Canadian taxes don't generate enough money to pay the costs of the system, leaving chronic underfunding just as I've suggested.
I usually find stories of underfunded health care to be chronic in Canadian newspapers ----even epidemic.
