Then there's this assessment of Denver's commuter rail system:

people who ride Denver’s light rail when gasoline prices rise are not saving energy: they are merely imposing their energy costs on other taxpayers.

Of course. Because we're going to calculate the cost of light-rail and include the capital costs of constructing the entire system, but we're only going to count the cost of "the gas" for cars, because everybody knows those concrete and asphalt highways just fall out of the sky exactly where we want them, and are not subsidized by taxpayers in any way.

Got it.
