TaxCut (and all of the other software vendors) cannot release their versions of the tax forms until the IRS or states have given their blessing that the forms the vendors create meet very specific standards. It is a far more complicated process than one might imagine. If the CA FTB hadn't finished evaluating TaxCut's submissions before the budget crisis, the release could be delayed. Remember, too, that the software vendor has to get all forms approved, not just the one or two you might be looking for. Some states will allow a "rolling" release as individual forms are approved. Some insist on a "blanket" release. All forms have to be approved before any are released.

In light of your later comment that it was an anti-virus issue, ignore the above.
