Of course, since interest rates are so low and corporations are cutting dividends and many of us have unharvested capital losses, such a tax wouldn't produce much money. They'll probably figure that out.

My rules when it comes to tax proposals: (1) You can't do anything about it because you don't have enough clout to get anyone to listen.
(2) It's going to change a zillion times before it comes close to being enacted to don't lose sleep over it.
