In making your decision, one thing to consider, in my humble opinion, is are you looking for income? Or do you want to make an interest rate play?

Sometimes, for me anyways, I'm just investing 4 to 6 months out for a downward move in interest rates. I think an ETF or bond fund is easier for that plan, quicker to get in and out.
I've never shorted an ETF because of the added cost of shorting (I don't short because I don't want to lose my real shorts).
Of course there is always the treasuries futures for interest rate investment also.

I've never bought an individual bond with the thought of selling it again (except maybe a convertible, but I have not done that in many years).
