Thanks for all of the advice!

I should probably add a little bit of information. My father in law has a mental handicap, so the entire process is a little bit more complicated than usual. In addition, he does not want to pay a financial advisor as he believes they are "cheats". This is why he has asked me to assist him with this. My initial effort was to engage a financial planner, but he does not want to do that.

That being said, I think one of the first and most important decisions that I need to make is asset allocation. Given his financial situation, do you have any recommendations on how I should allocate his assets (feel free to recommend specific funds)?
