A public good? Sure? Something a wealthy and compassionate society has a moral obligation to provide for all? Arguable, but defensible. A right? Yes, it was written in the Declaration of Independence by Thomas Jefferson. One need only read other quotes by Jefferson to know that he clearly did not intend this to mean that we are entitled to be provided life, liberty, and happiness by the government (I'll ignore the glaring contradiction between liberty and the sacrifice of liberty that would be required to allow a government to provide "life" and "happiness").
