Our main requirement for retirement is GREAT WEATHER. Wife and I want to be able to live in tee-shirts, shorts, and sandals 24/7 for 365.25 days per year.

Thus, the only thing in the US that comes close is the Central Coast of CA.

Sounds reasonable to me. But I would add Hawaii as another place in the U.S. you might want to consider. (Don't be scared of the high cost of living. If you really embrace the T-shirt, shorts, and sandals lifestyle, it brings costs way down.)
