Didin't we need the metal for ship building? We lost access (or at least easy access) to some ores in the far corners of the world during the war, plus I'm guessing that recycling scrap metal was faster.
As I understand it, a lot of the scrap metal drives of WWII didn't produce useable metal.
I don't know how true that is, frankly.
Generally speaking, I oppose concerted campaigns of government cheerleading. It tends to be coercive and is often stupid.
Just leave people ALONE!
