My questions:

1. Where can I find a listing of Conoco stock prices from 1975 until it merged with Phillips August 2002, ideally expressed as monthly or yearly averages?

Ask your local librarian to locate a copy of Standard & Poor's Daily Stock Price Record.

2. Are there any recommended strategies accepted by the IRS for estimating the cost basis of stocks when purchase records have been lost?

The IRS will always accept a cost basis of $0. Anything else requires documentation. With the new Form 8949 it will be easier for the IRS to identify transactions which might merit further scrutiny. Whether they will choose to do so remains to be seen.
