The statement at the bottom is the most significant thing: "Differences in state performance that might be attributed to unions are small compared with effects of poverty."
This could be be read two ways:
1) unions do not help or hurt the education of children
2) There is no incentive for a state to be subject to the demands of a union and heath and retirement benefits that cannot be sustained into the future.
