If it is not a free arket why do they have to intervene?

Well, they had to intervene in the first place because the free market tends to provide what people are willing to pay for with their own money - rather than what the politicians are willing to pay for with other people's money.

They have to continue intervening because it's not a free market. For all the faults of a free market (and it ain't perfect), there is no other system known to man that gets things half as right half as often.
