2. Legal help then what does he file?
I should have said that there is no legal help that can help reduce/waive the debt. But there is bankruptcy, which is a legal solution. It is a messy and hard one though, with long-term consequences, and also will not address his basic issue which is that he has and continues to live on more than he makes. So, bankruptcy might help wipe the slate clean, but if he's back in the same situation in a year or two, there is no recourse to bankruptcy again.
