It's a tough question, and I suspect that many disagreements about the social safety stem from differening views on how to answer it. ____________ I think we can easily find the "can't help themselves". But the "won't" might be tougher. But I if you were to look at the group as a whole, you should be able to knock out a large portion right away. Then there's a muddy middle group that is debatable. Let's get through the easy decisions first then move on to the tougher ones.
