It's called the the Independent Payment Advisory Board, a panel of unelected bureaucrats that will have dictatorial powers over what gets reimbursed and what doesn't.

Doesn't matter that much what it's called. (Sometimes those sorts of panels can be given cheery names -- this shouldn't fool anyone.) It's the sort of thing that any profit-seeking enterprise has in place, in order to promote the profit they are seeking. Some people think that government should be run more like a business, where this sort of thing seems to find its natural home. Of course, the government is not a business, but there is still a need to keep an eye on cash flowing in and cash flowing out.
