markr: I'm sorry I didn't read closely enough. The thread is talking about the fiscal-cliff and that is what I was referring to. As far as I am aware, nobody is proposing only a 5% hike on income above 250k.

I thought it was Obama's proposal to raise rates back to the Clinton era number of 39% for people earning over $250K , but not on lower earnings because of the deflationary impact of raising taxes on middle class wage earners:

*Somebody* thinks that it is a serious proposal because that is what they were discussing in the CRS study that we were talking about - the relatively lessened impact on GDP of increasing rates for the highest incomes.
