Paul, In my original post, I did not mean to imply that congress had anything to do with JC Penny's poor numbers. My commnet on congress was a different subject altogether. I had CSPAN on while I had the computer on, and was getting fed up with the senators' long orations, taking 20 minutes to say something that I could say in 1.
