EBT cards get used for cigarettes and beer. That might be a better place to start.
Does it actually make any difference?
Are the folks with EBT cards actually penniless?
If the answer is NO, then the EBT is much like LOTTO paying for education. It will just be a change of what pocket certain payments come from, but make no difference at all.
If folks want to sacrifice eating for smoking and drinking, then why put in rules to stop them? Seems like a waste of time. If folks can afford to eat a little worse and drink and smoke, sounds like time for a cutback actually.
