MC Why do you insist on *only* focusing on the President? Congress votes the spending into law, not the President.
Perhaps because Reagan is a little different from Carter while the Congress in 1981 was much the same as the Congress in 1980.
But I'm asking an open-ended question. What changed dramatically in 1981?
