I think this was a gift for the insurance company lobbyists. Obama wanted to ensure that those with existing conditions get coverage. Fine, that's a good thing right? Everyone can agree on that?

But, currently, those with existing conditions basically can't get insurance. So they get care in the ED subsidized by hospitals and/or end up broke and on medicaid, and ultimately those costs get passed onto the taxpayer one way or another.

In order to get the insurance industry not to fight the pre-existing conditions clause, the obama administration had to promise to compensate insurance companies for taking those with pre-existing conditions. So it created this fund, where we would tax everybody, and then give this money to the corporations paying for the care. Yet another wealth transfer from individuals to corporations. It was basically a bribe to insurance companies. As always, small businesses get screwed, and giant businesses with the money to influence policy win yet again.
