I wouldn't eliminate public schools, but I would eliminate the Dept of Education in DC, plus I also would make unions/strikes illegal for teachers, plus I would have the states offer a complete slate of charter schools that operate separate from the regular public schools.

I would eliminate public schools.

I'd bundle up existing public schools (on a per-campus basis), along with supporting facilities (same basis) with sufficient debt to give them a net present enterprise value of ZERO. And then GIVE them, outright, to the people who currently work in them.

Then the money currently being spent on schools would go to school vouchers, with every school-age child getting a voucher good for full fees at an accredited school within a certain distance of that child's home and with suitable capacity to accept that child and meet any special needs. AN accredited school - NOT NECESSARILY the one the family would choose.

The family would be free to put other money with that voucher in order to send the kid to a different school.

The family would also be free to not use the voucher - to send the kid to a non-accredited school, or to homeschool. Then if they submit to standardized testing* and the test result shows the kid did better than the average of local accredited schools with similar students, the family gets half the value of the voucher in cash, no questions asked.

* Standardized testing must be coupled with history to, where possible, show individual student PROGRESS as well as current status. A student's one-year progress would then be compared against that of same-age students who had about the same level of prior educational achievement. This comparison would be done for ALL students, and accredited (and accreditation-seeking) schools would be rated based on their students' progress as compared to similar students in other schools. The resulting school ratings would be public information, and preferable factor into schools' remaining accredited.
