Wendy, there is more to this than you describe.
Let's distinguish between salts like sodium chloride and organic compounds like ethylene dibromide. Bromine is a good leaving group. Hence organic bromine compounds tend to be good alkylating agents. Alkylating agents are often thought to be carcinogens (because of their ability to react with DNA and cause mutations).
Brominated vegetable oil has probably passed the obvious tests, but it is one of those substances likely to have tox concerns in the future.
Also note that organic bromine compounds have been used as flame retardants for plastics.
But bromine has been around forever. It is found naturally occurring in some salt domes. Dow Chemical was founded by Herbert Dow who had a process in mind to recover bromine from Michigan salt domes. This is the reason Dow is headquartered in Midland, MI.
Remember Bromo selser? Did it contain bromine? I think it was an antacid. "Taking a bromo" was a common expression.
