For example, the army's Garmisch, Kornwestheim, and Heidelberg golf courses in Germany are worth, says the DoD, $6.6 million, $13.3 million, and $16.5 million, respectively

I don't know about the others but I'm a member at Heidelberg and it's NOT owned by the US Army. It's a German course that has an agreement with the US Army. Funding for the US portion of it comes from yearly dues and green fees at a subsidized rate so the US Army does pay part of the cost but it's not that much.
