That fee sounds overpadded. You do have to pull a permit in St. Louis, but you don't have to have Sears do it. You can pull it yourself. Then you know it definitely has been pulled. And a "Master Plumber" is not mandatory, AFA I can tell from the requirements. In my location the Sears store does NOT charge a fee for delivery and installation. It is included as a service with the purchase of a new appliance from Sears.
