To some extent, yes. The "doctor market" isn't free. The AMA and med schools intentionally limit the number of doctors to keep prices, i.e. wages, high. The government regulates doctors trying to ensure they are minimally qualified. And there is no free market for labor, doctors included. The movement of labor is constrained by immigration barriers.

But still, the solution to a doctor shortage is simple: make more doctors and in the meantime import them from elsewhere.

There's another less simple solution that's even better in my opinion: utilize doctors more efficiently. Because of tradition and regulation, doctors have a monopoly on medical practices that could just as effectively be performed by nurses, EMTs and other trained medical professionals. There's also the problem that the current system rewards specialization far more than general practice.
