Cruise ships have 4 or 5 giant engines. Two of them run giant big generators...those ships generate enough power for a good small size town of 10,000 people.....and need loads of power for giant freezers, air conditioning for 2000 rooms plus lots of public space, water and sewer systems, etc..
They have smaller backup generators to run the ships computers and navigation and communications equipment.....and they could run one elevator.....it was not located in the main engine room, which apparently became totally unfunctional......
They would need a separate engine room.......which they didn't have....so the fire knocked out all the main systems.
They only had a small amount of emergency generator power - enough to run one elevator.....and some emergency lights in corridors and common areas...and enough to get basic food to the people....slowly...
