By golly you are right. The Virgil Summer nuclear plant construction has been pretty much under the radar in news. No big screwups so far has kept it out of the news, unlike the sister plants in construction at Votgle.

As you say they are pouring the basemats for the reactors. I hope they get all their rebar configured and placed correctly so that they will not have to go to NRC to get any deviations approved like Vogtle.

Here is what South Carolina Office of Regulatory Staff reported on the status of construction and critical paths items for Unit 2 in their report dated October 1, 2012:

Unit 2 Basemat:

"... Pouring of the basemat is expected to begin during the 4th quarter of 2012. This critical path activity is behind schedule."

"In ORS’s 2012 1st Quarter Report, it was reported that an issue had developed concerning the basemat rebar cages under construction at the site. In May 2012, the NRC challenged changes that were made to the design of the rebar cages, and whether these changes should have been approved by the NRC prior to their implementation. During the 2nd quarter of 2012, the rebar cages were disassembled and reassembly began to fully conform to the NRC licensed design."

Unit 2 Modules:

"The module segments required for the CA01 module are to be fabricated by Shaw Modular Solutions (“SMS”), and the delivery of these segments is behind schedule."

"In previous quarterly reports, ORS discussed deficiencies related to SMS’s Quality Assurance Program (“QAP”). Additionally, production of the module segments has been repeatedly delayed due to module redesign and production issues. Since March 2012, SCE&G is maintaining a full-time presence at the SMS facility to monitor production and QAP issues."

It will be interesting to see if the Virgil Summer 2&3 construction will end up having major cost and schedule problems like Vogtle 2&3 construction. They are under a tight schedule if they mean to have these units online by 2017 and 2018.
